Los resultados de la Encuesta Nacional de Seguridad Pública Urbana del tercer trimestre de 2022, publicada por el Instituto Nacional de Estadística y Geografía (INEGI), revelan que “la gente sí está sintiendo que estamos haciendo un esfuerzo para garantizarles la paz y la tranquilidad”, afirmó el presidente Andrés Manuel López Obrador.
El estudio concluyó que, en el primer trimestre de 2018, el 76.8 por ciento de la población mayor de 18 años se sentía insegura. El porcentaje se redujo a 64.4 por ciento en el Gobierno de la Cuarta Transformación; es decir, disminuyó 12.4 puntos.
“Desde que se está haciendo la encuesta, este trimestre es el más bajo”, subrayó el mandatario sobre la percepción social de la seguridad pública.
En conferencia de prensa matutina afirmó que estos datos reflejan el avance de la implementación de la Estrategia Nacional de Seguridad a cargo de las instituciones de seguridad y las Fuerzas Armadas con el propósito de alcanzar la paz en el país.
En el informe mensual con indicadores al mes de septiembre, la secretaria de Seguridad y Protección Ciudadana, Rosa Icela Rodríguez Velázquez, mencionó que el pueblo de México tiene confianza en las instituciones de seguridad. El 84.9 por ciento cree en la Secretaría de Marina; el 82.3 por ciento en el Ejército y 71.9 por ciento en la Guardia Nacional.
Septiembre de 2022 mantuvo tendencia a la baja en delitos; Estrategia Nacional de Seguridad da resultados positivos: SSPC
El pasado septiembre, el delito de homicidio doloso registró una disminución del 13.9 por ciento, en comparación con el máximo histórico de 2018, lo que hace del mes pasado el de menor incidencia desde hace cinco años, resaltó la secretaria de Seguridad y Protección Ciudadana, Rosa Icela Rodríguez Velázquez.
Al presentar el informe mensual de seguridad con el presidente Andrés Manuel López Obrador, la titular de la SSPC dio a conocer que el promedio diario de víctimas de homicidio pasó de 93 en 2021 a 86 entre enero y septiembre de este 2022, lo que significa una reducción de 8.1 por ciento respecto al mismo periodo del año anterior.
También presentó un análisis del promedio de homicidios dolosos por sexenio basado en datos del Instituto Nacional de Estadística y Geografía (INEGI) y del Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública; en el periodo de 1990 a septiembre de 2022 resalta la disminución del 10.3 por ciento de variación total en este gobierno.
Sobre el delito de secuestro, la funcionaria dijo que la incidencia es 72.4 por ciento menor en relación con enero de 2019 al pasar de 185 a 51 hechos; es el septiembre más bajo desde que se tiene registro. Hay 4 mil 630 detenidos, 524 bandas desarticuladas y dos mil 90 víctimas liberadas.
La incidencia delictiva del fuero federal mantiene su tendencia a la baja; se redujo 27.2 por ciento en septiembre.
En ese mes, la mayoría de los delitos federales disminuyeron:
- 15.9 por ciento delitos contra la salud.
- 22.2 por ciento delitos fiscales.
- 13.7 delitos financieros.
Los delitos de fuero común siguen en reducción:
- 9.8 por ciento en robo de ganado.
- 5.3 por ciento en robo de transporte público individual.
- 0.7 por ciento en robo a casa habitación.
- 2 por ciento en robo a negocio.
- 0.2 por ciento en robo a transportistas.
Se redujo el robo total en 20.8 por ciento en comparación con diciembre de 2018, mientras que el robo de vehículo automotor bajó 43.3 por ciento durante este sexenio.
El feminicidio cayó 22.8 por ciento en comparación con diciembre de 2018 debido a que se intensificó la persecución y sanción por este delito.
El robo de combustibles bajó 92.2 por ciento; de 72 mil barriles que sustraían por día de manera ilegal a principios de diciembre de 2018, disminuyó a 5.6 mil barriles a la fecha, lo que equivale a un ahorro diario de más de 165 millones de pesos.
El Plan Caseta Segura ha evitado la pérdida de 13 mil 961 millones de pesos durante 2022 y de 37 mil 670 millones de pesos de 2020 al 6 de octubre de este año.
El Gabinete de Seguridad de la federación refuerza las acciones con el objetivo de revertir el aumento en delitos relacionados con armas de fuego y explosivos, además de los patrimoniales. El Gobierno de México prioriza la prevención de delitos a través de las Ferias de paz y el Desarme Voluntario.
El comandante de la Guardia Nacional, Luis Rodríguez Bucio, informó que esta corporación cuenta con 118 mil 188 elementos en 266 coordinaciones regionales; 105 mil 003 son fuerza operativa, 88 por ciento están desplegados y 12 por ciento participa en actividades de apoyo.
Hasta este día se han construido 243 instalaciones; hay 93 en ejecución y 158 están pendientes por iniciar. Se cuenta con 100 compañías en instalaciones del Ejército, lo que hace un total de 594.
Del 21 de septiembre al 20 de octubre, la Guardia Nacional proporcionó mil 413 apoyos de seguridad para la dispersión de los Programas para el Bienestar en beneficio de 705 mil 612 personas.
El secretario de Marina, José Rafael Ojeda Durán, reportó que 41 mil 557 efectivos desplegados coordinan tareas como la protección marítima y portuaria, aduanas marítimas e interiores y las operaciones del Ferrocarril Interoceánico del Istmo de Tehuantepec.
De la Secretaría de la Defensa Nacional, encabezada por el general Luis Cresencio Sandoval González, hay 141 mil 949 efectivos en nueve misiones, que incluyen la Estrategia Nacional de Seguridad Pública, el fortalecimiento de aduanas, la vigilancia del territorio y espacio aéreo nacional, las operaciones para el combate del robo de combustible y la seguridad en instalaciones estratégicas.

El director general del Instituto Nacional de Antropología e Historia (INAH), Diego Prieto Hernández, anunció el descubrimiento de una estela conmemorativa de carácter dual, es decir, labrada en las dos caras, en el patio hundido de la zona arqueológica de Uxmal, en Yucatán.
En conferencia de prensa matutina con el presidente Andrés Manuel López Obrador, informó que este relieve fue hallado el fin de semana pasado por el arqueólogo maya José Huchim Herrera y su equipo técnico.
En la cara orientada al norte, se retrata a una deidad femenina de ojos grandes, comisuras en la boca y pecho descubierto. Además, tiene un pectoral de tres hileras de perlas hemisféricas, brazaletes con dos hileras de perlas y sostiene un quetzal en la mano izquierda.
Respecto al lado sur, se trata de una deidad masculina con un gran sombrero o tocado de ala ancha y una cabeza de lechuza. En la espalda, muestra una capa reticulada y, a la par, sostiene en la mano izquierda un bastón.
“No es frecuente encontrar este tipo de estelas conmemorativas duales, con bajo relieve en ambas caras, in situ, es decir, en el lugar que los antiguos mayas las colocaron”, expuso.
Salvamento arqueológico por Tren Maya avanza; se incorporará la zona de Xcalumkín, en Campeche.
En el reporte mensual de salvamento arqueológico por la construcción del Tren Maya, el titular del INAH dio a conocer el registro y preservación de 27 mil 530 bienes inmuebles como basamentos, albarradas y nivelaciones; mil 430 bienes muebles, metates y lítica entre ellos.
Además, 450 osamentas, 643 mil 717 fragmentos de cerámica, 533 vasijas completas en proceso de análisis y 963 rasgos naturales asociados al contexto arqueológico como cuevas, pozos y cenotes.
A la par, se incorporará la zona de Xcalumkín, en Campeche al Programa de Mejoramiento de Zonas Arqueológicas (Promeza), a fin de impulsar el turismo nacional y extranjero en la región sureste del país.
Gracias a esta iniciativa, en breve se abrirá al público la ciudad antigua de Ichkabal, ubicada en el municipio de Bacalar, Quintana Roo. En ese sentido, será el estado con el mayor número de zonas incluidas en el Promeza.
