El diputado Héctor García, del grupo legislativo de Movimiento Ciudadano, propone reformar Ley de Seguridad Pública para el estado de Nuevo León y crear una dependencia que se encargue de la atención, prevención, diagnóstico, tratamiento, mejoramiento y seguimiento a policías en formación, activos y retirados.
A través de la Unidad de Atención Física y Psicológica Integral, misma que dependería de la Secretaría de Seguridad Pública Estatal, se garantiza el derecho a la salud mental de este grupo poblacional “del que poco nos hemos preocupado y que se encuentra más expuesto a situaciones de estrés, depresión y ansiedad”.
“Los elementos de las instituciones policiales se enfrentan de manera diaria a situaciones que pueden desencadenar un episodio o serie de episodios estresantes en la que tienen que tomar decisiones apremiantes que repercuten de manera inmediata en la seguridad y salvaguarda de las y los ciudadanos. Dicho de otra manera, toman decisiones que pueden costar la vida a un individuo, lo cual sin duda es estresante y puede llegar a considerarse como un evento traumático”, dijo García.
De acuerdo a la OMS, se estima que el número de personas que viven con depresión creció un 18 por ciento en un periodo de 10 años. Por ello, el legislador consideró importante que la Unidad dé seguimiento a elementos retirados por cumplimiento de su servicio, una lesión o cualquier otra circunstancia, y así confirmar que no tenga afectaciones físicas o mentales que arriesguen su integridad y la de su familia.
“Es así que lo que se pretende con esta reforma es ver a los elementos de las instituciones policiales como lo que son, seres humanos como nosotros; ciudadanos que están dispuestos a dar la vida todos los días por el bienestar y tranquilidad de la ciudad, por lo que, lo menos que podemos hacer, es brindarles las herramientas que les permita poder desempeñar de la mejor manera su trabajo, y garantizarles un tratamiento y cuidado cuando así lo requieran, una corresponsabilidad del gobierno”, enfatizó.
Exhorto para que programas sociales den cobertura a familiares de cuidadores
Segun datos del INEGI, en el año 2020 había más de 220 mil personas con discapacidad y otras 551 mil con limitaciones mentales o físicas que les obliga a tener asistencia de un cuidador que en muchas ocasiones se enfrentan a labores sin capacitación previa, lo que conlleva un riesgo para su salud física y mental sin contar con que deciden renunciar a su vida personal, laboral o profesional para dedicarse al cuidado y atención de otros.
Por lo anterior, el Diputado Héctor García presentó un Punto de Acuerdo a la Secretaría de Igualdad e Inclusión para que incluyan dentro de sus programas sociales a familiares de quienes cuidan a personas adultas mayores y discapacitadas.
También les exhortó a coordinarse con la Secretaría de Salud para que diseñen, programen e implementen talleres de capacitación donde cuidadores aprendan sobre cómo elaborar un plan de atención, para cuidado diario, observación y apoyo médico, suministro de medicamentos, alimentación y bienestar, sueño y descanso en las personas adultas mayores, vestido, baño y otros cuidados, movilización y traslado, actividades de la vida diaria, y apoyo para evitar el colapso del cuidador.
